1987 to 1990
Magistrate/Coroner/Assistant Registrar, Singapore
Judiciary. While in the Judiciary, Kenneth adjudicated
in criminal matters as a Magistrate and in civil/commercial
and probate matters as an Assistant Registrar of the Supreme
Court. He was also a taxing master of the Supreme Court,
deciding on legal costs in court proceedings.
1989 to 1990(concurrently)
Registrar, Land Appeals Board. As Registrar of
the Land Appeals Board, Kenneth dealt with the administration
of appeals that came before the Board where land was compulsorily
acquired under the Land Acquisition Act.
1990 to 1991
Legal Officer, Ministry of National Development.
During service as Legal Officer at the Ministry of National
Development, Kenneth drafted tenders and contracts, and
gave advice to a number of government departments, as
well as the Comptroller of Housing and Statutory Boards,
such as the HDB and Construction Industry Development
Board.
1991 to 1994
State Counsel, Attorney-General's Chambers. While
at the Attorney General's Chambers, Kenneth represented
the State in Court and Tribunal hearings (example Disciplinary
Board hearings of civil servants). Quite a bit of the
work included accident and property matters such as land
acquisition and landlord and tenant issues. He also was
involved in drafting legislation and subsidiary legislation.
He advised Government Ministries and Departments. He was
also involved in negotiations and drafting of various
agreements which involved travelling to Europe and Asia.
